Growing lavender from seed is difficult! Growing lavender when it's an established plant, not so hard! In Manitoba most places are zone 3 (plant hardiness zones) so lavender would not be considered a perennial and should be grown as an annual. It can be brought inside, but is a very finnicky houseplant.
Growing: Lavender needs to be grown in full sun and does best if grown in pots. Lavender does not like to be wet so it needs to be planted in well-draining soil. I find that lavender tends to grow slowly so you need to have some patience before it will bloom. Lavender is not frost tolerant so make sure to plant out after the risk of frost has passed in spring and in fall either cover with a blanket or bring insde.
Uses: Lavender has many different uses. It can be used to flavor ice cream, make a tea, in flower bouquets and crafts.
